01 Jan Basque City-Region <> Euskal Hiria 2012 Congress

Between March and November 2012, I was the Scientific Director organizing the Basque City-Region 2012 Congress in collaboration with the Spatial Planning of the Basque Government. The Congress took place in Bilbao on 26th and 27th November. All of the content was stored in two platforms: one in Basque & Spanish and the other one in English.

Los días 26 y 27 de Noviembre, en el Palacio Euskalduna del Bilbao, se celebró el Congreso Euskal Hiria 2012 organizado como todos los años por la Viceconsejería de Planificación Territorial y Aguas del Gobierno Vasco. La edición de este año, úndecima, se ha realizado en un contexto de (1) recesión económica, (2) normalización política y (3) transición postelectoral. Esta edición ha supuesto un punto de inflexión en la medida que se han introducido elementos críticos de debate que han tratado de responder a que tipo de territorio queremos vertebrar entre todas las sensibilidades que cohabitan en la Euskal Hiria o en la Ciudad-Región Vasca. Algunos de los temas que han centrado el debate: (a) Modelo de Ciudad y Territorial de la CAV, (b) Infraestructuras y su racionalización: TAV, Puertos y Aeropuertos, (c) Modelo Productivo: Empleo, Emprendizaje/Activismo, Competitividad vs De(Post)Crecimiento, (d) Experiencias internacionales: Transition Network y Oresund, (e) Diversidad y pluralismo político, (f) Proyección exterior de la CAV: Ciudadanía y Donostia2016, (g) Interdependencia con las otras Geografías Vascas: CFNavarra, Iparralde, Diaspora y CyberEuskadi y (h) MicroUrbanismo: Participación Comunitaria y sus Modelos de Gestión/Sociales.

About the concept of the #CityRegion:

• “Does the #CityRegion constitute a new departure in urbanization? If so, what the key elements of that departure? The realities of the urban in the 21st century are increasingly complex and polychromatic. The rise of global networks enabled by supranational administrations, both governmental and corporate,  strongly influences and structures the management of urban life. How we conceive the #CityRegion has intellectual and practical consequences. First, in helping us grasp rapidly changing realities; and second in facilitating the flow of resouces, ideas and learning to enhance the quality of life of citizens”.

• ” #CityRegion concept has emerged in Europe primarily in the context of a move away from the verticality of welfare state organization towards a variety of institutional sites in which different grouping of state and non-state actors come together.” (Brenner, Gualini, Keating, McLeod)

La contribución de de la UE mediante el presupuesto TEN-T fue de 192,7 millones de €. Los sobrecostes de los accesos daneses al Puente fueron del 80%, los de los suecos del 16% y los de la infraestructura costa a costa del 26%.
